Permits development respecting site/surroundings in siting, scale, design; no adverse amenity/highway impacts. Proposal's modest changes respected streetscene, provided amenities, and had no unacceptable effects, with parking relaxed due to location.
Housing Policy 17
Supports conversions to flats with adequate space, outlook, parking. Though for residential areas, applied analogously: apartment has pleasant outlook, bin/cycle storage, and acceptable town centre amenities.

Business Policy 1
Encourages employment growth if according with policies. Mixed retail/food/drink/residential uses supported employment in retail core.

Limits retail to town centres. Site in Douglas town centre shopping area.
