The project requires approval under The Town and Country Planning Acts 1999, for the Isle of Man. The client and McGarrigle Architects Ltd have undertaken consultation with Planning Officer Chris Balmer and Nicholas Salt.
The applicant first considered purchasing the site in 2016 but unfortunately it was taken off the market prior to contracts being exchanged. In 2016 we consulted with the Conservation Officer at the time Steve Moore and the building was developed with his comments in mind.
In 2016 we consulted with Hazel Reid from Highways Division.
Hazel confirmed the required site lines were achieved and agreed that adequate provision had been made for vehicle and pedestrian access, turning of vehicles within the site and delivery points.
The location of the site is such that it is served well by public transport and the nature of the business such that it is unlikely to require a great number of parking spaces.
It was noted that many of the staff will live locally and may walk or cycle to work.
On 20th June 2019 we submitted a new 'Request for Pre-application Advise'. Despite repeated attempts to contact Highways we have been unsuccessful in gaining a meeting or response.
McGarrigle Architects Ltd have undertaken consultation with Arboricultural Officer Andrew Igoea of the Forestry, Amenity and Lands Directorate.
A site meeting was held and meeting notes and a sketch showing the agreed principles for retaining or removing trees was prepared and issued.
Andrew Igoea has requested a Tree Survey, Condition Report, Tree Constrains Plan, Tree Protection Plan, Arborcultural Method Statement, Monitoring Schedule and Planting Plan; all to BS5837.
The relevant information is currently being prepared by Prescott Associates and will follow shortly.
McGarrigle Architects Ltd have undertaken basic services searches, all services have been identified from the Statutory Authorities records. All services should be identified on site prior to commencing work.
6.5 Building Control Division - Department of Environment, Food \& Agriculture:
The project will require approval under the Building Regulations 2007, for the Isle of Man. McGarrigle Architects Ltd will undertake consultation with Douglas Borough Council at detailed design stage when Planning Approval is granted. 6.6 Isle of Man Fire and Rescue Service:
McGarrigle Architects Ltd will undertake consultation with The Isle of Man Fire \& Rescue Service at detailed design stage and the applicant is planning to appoint JB Fire Safety UK to consult on the relevant fire strategy elements of the development.
Homefield Elderly Persons Care Home will be designed to comply with Approved Document B: Fire Safety. Design considerations include adequate fire separation, travel distances, stair wells, emergency exits etc. A Fire Strategy will be prepared at Detailed Design Stage.
Building Control will require an SBEM Calculation for the proposed building. SBEM calculations are required to comply with Building Regulations Part L2. It is compulsory to have SBEM calculations carried out on non-domestic construction projects. The SBEM calculations produce an SBEM report certificate which shows the energy efficiency rating for the building in question. If the SBEM report certificate shows a pass, then the project passes Building Regulations Part L2.
The proposed building specification makes best use of local materials, and/or products stocked by local suppliers and products that can be supplied and fitted by local sub-contractors.

The design will aim to ensure that appropriate standards for accessibility can be met should the Isle of Man Government introduce a Disability Discrimination Act to the Isle of Man. The minimum requirement is full compliance with the Approved Document M of the Building Regulations 2007.
