## 6.0 Consultations:

#### 6.1 Planning Division - Department of Environment, Food \& Agriculture:

The project requires approval under The Town and Country Planning Acts 1999, for the Isle of Man. The client and McGarrigle Architects Ltd have undertaken consultation with Planning Officer Chris Balmer and Nicholas Salt.

The applicant first considered purchasing the site in 2016 but unfortunately it was taken off the market prior to contracts being exchanged. In 2016 we consulted with the Conservation Officer at the time Steve Moore and the building was developed with his comments in mind.

#### 6.2 Highways Division - Department of Infrastructure:

In 2016 we consulted with Hazel Reid from Highways Division.

Hazel confirmed the required site lines were achieved and agreed that adequate provision had been made for vehicle and pedestrian access, turning of vehicles within the site and delivery points.

The location of the site is such that it is served well by public transport and the nature of the business such that it is unlikely to require a great number of parking spaces.

It was noted that many of the staff will live locally and may walk or cycle to work.

On 20th June 2019 we submitted a new 'Request for Pre-application Advise'. Despite repeated attempts to contact Highways we have been unsuccessful in gaining a meeting or response.

#### 6.3 Forestry - Department of Environment, Food \& Agriculture:

McGarrigle Architects Ltd have undertaken consultation with Arboricultural Officer Andrew Igoea of the Forestry, Amenity and Lands Directorate.

A site meeting was held and meeting notes and a sketch showing the agreed principles for retaining or removing trees was prepared and issued.

Andrew Igoea has requested a Tree Survey, Condition Report, Tree Constrains Plan, Tree Protection Plan, Arborcultural Method Statement, Monitoring Schedule and Planting Plan; all to BS5837.

The relevant information is currently being prepared by Prescott Associates and will follow shortly.

#### 6.4 MUA (Isle of Man Water and Sewerage Authority \& MEA) / Manx Telecom / Manx Gas:

McGarrigle Architects Ltd have undertaken basic services searches, all services have been identified from the Statutory Authorities records. All services should be identified on site prior to commencing work.

6.5 Building Control Division - Department of Environment, Food \& Agriculture:

The project will require approval under the Building Regulations 2007, for the Isle of Man.
McGarrigle Architects Ltd will undertake consultation with Douglas Borough Council at detailed design stage when Planning Approval is granted.
6.6 Isle of Man Fire and Rescue Service:

McGarrigle Architects Ltd will undertake consultation with The Isle of Man Fire \& Rescue Service at detailed design stage and the applicant is planning to appoint JB Fire Safety UK to consult on the relevant fire strategy elements of the development.

## 7.0 Strategies Report:

#### 7.1 Fire Strategy:

Homefield Elderly Persons Care Home will be designed to comply with Approved Document B: Fire Safety. Design considerations include adequate fire separation, travel distances, stair wells, emergency exits etc. A Fire Strategy will be prepared at Detailed Design Stage.

#### 7.2 SBEM (Simplified Building Energy Model):

Building Control will require an SBEM Calculation for the proposed building. SBEM calculations are required to comply with Building Regulations Part L2. It is compulsory to have SBEM calculations carried out on non-domestic construction projects. The SBEM calculations produce an SBEM report certificate which shows the energy efficiency rating for the building in question. If the SBEM report certificate shows a pass, then the project passes Building Regulations Part L2.

#### 7.3 Optimising Isle of Man Resources, Experience and Capability:

The proposed building specification makes best use of local materials, and/or products stocked by local suppliers and products that can be supplied and fitted by local sub-contractors.

#### 7.4 Waste Strategy:

The strategy for the minimisation of waste on the project is generally:

1. Reuse and recycle the materials/fittings on existing buildings where possible reducing need for new materials/fittings;
2. Reuse demolition arising's, excavated materials and fill sourced on site for further infilling on site to reduce waste removed from site; and
3. Tender specification to ensure the successful contractor has a waste minimisation strategy.

#### 7.5 DDA Strategy:

The design will aim to ensure that appropriate standards for accessibility can be met should the Isle of Man Government introduce a Disability Discrimination Act to the Isle of Man. The minimum requirement is full compliance with the Approved Document M of the Building Regulations 2007.

The general proposals for the external and car park areas are:

- Disabled parking bays near to the buildings;
- Dropped kerbs and tactile paving;
- Footpaths are wide enough for mobility vehicles, wheelchairs and prams;
- Level access onto the site and to the entrance of buildings;
- Good street lighting to car park and external areas; and
- Clear signage and wayfinding will be provided.

The general proposals for the building are:

- Level access into the building;
- DDA push-pad operated automated entrance doors;
- DDA compliant lift to all floor levels;
- Corridor design to be suitable for the manoeuvring of wheelchairs;
- Part M Compliant disabled toilets at ground floor with emergency assistance alarm;
- Ironmongery to be DDA compliant;
- Vision panels in new doors to comply with Approved Document M of the Building Regulations;
- Steps/stairs to have contrasting nosing's and the handrail will be suitably designed;
- Good clear signage and way-finding strategy; and
- Visual contrast between colours on finishes on floors, walls, doors and ironmongery.
