THE APPLICANT OWNS THE LANE PROVIDING ACCESS SO THERE IS NO ALTERATION TO A PUBLIC HIGHWAY AS THE LANE REMAINS UNALTERED AT THE POINT IT CONNECTS WITH THE SAME AT THE THRESHOLD
