The officer concluded the principle of residential development is acceptable as the site is within 'Predominantly Residential' and 'Proposed Residential' areas under the Isle of Man Development Order …
General Policy 2
Requires development in accordance with zoning and other criteria including siting/layout, highway safety, amenity, ecology, and services. Officer assessed the AIP as compliant given residential zoning, amended access satisfying safety/pedestrian needs, site capacity for parking/turning, and conditions for ecology/visibility; no adverse impacts on landscape, views, or neighbours at this stage.
Housing Policy 4
Permits new housing primarily in towns/villages or sustainable extensions per Area Plans; countryside housing only in exceptional cases. Site's 'Predominantly Residential/Proposed Residential' designation under 1982 Order establishes principle of acceptability as an appropriate infill/extension.
Transport Policy 4
Requires highways to accommodate development traffic safely per environmental objectives. Access via 4.8m road/2m footway with turning head and 2.4x25m visibility splay deemed adequate post-amendments and swept path analysis for refuse vehicles; complies despite non-adoptable road width.
