Business Policy 5
Requires land designated for industrial use to be approved only for industrial, storage and distribution operations, with retail not generally acceptable unless justified. The laundry's industrial process (washing/cleaning) complied, and limited retail (coin machines) was justified by location benefits and parking controls.
Business Policy 1
Encourages growth of employment opportunities if complying with other Plan objectives. The proposal supported this by providing a useful service without land supply issues.
General Policy 2
Requires development not to harm highway safety, parking, area character or residential amenities. Assessed compliant due to adequate parking and low impact.
Transport Policy 7
Requires adequate parking provision. Six spaces deemed sufficient for 165 sqm unit versus standards for industrial/storage.
Environmental Policy 22
Protects amenities from pollution, noise etc. Proposed use considered less impactful than lawful industrial.
Environment Policy 10 - Development and flood risk
Presumes against increased flood risk. Use no more vulnerable than approved storage.
Environment Policy 13 - Development and flood risk
Presumes against increased flood risk. Similar assessment to EP10.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Machine numbers
The operation must be laid out generally as shown in the submitted floor plan: in terms of facilities which are available to the public to operate themselves, there shall be no more than 6 washing and 6 drying machines. Reason: to control the amount of customers visiting the premises in light of the parking spaces available to the site.
