Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This decision relates to the following plans and drawings, date stamped received on 9th July 2019:

1.1 The application site is the curtilage of Ramsey Grammar School, East Building which is located on the Lezayre road and is to the East of the West building. The bike shelter is going to be situated to the North West entrance of the East building facing the main car parking area. THE PROPOSAL - 2.1 The current planning application seeks approval to erect a 20 bike shelter, with additional helmet storage, which is to be 5.4m by 4.12m with a height of 2.36m. The bike shelter will have its own concrete base. The shelter is mainly of steel and PETg Sheeting. PLANNING HISTORY - 3.1 The previous planning applications on the site are not considered to be specifically material in the assessment of the current application. PLANNING POLICY - 4.1 The site lies within an area zoned as Schools and other Establishments in large grounds and specifically Ramsey Grammar School West, secondary school on the Ramsey Local Plan (No. 2) Order 1998.
4.2 Of specific relevance to the assessment of this application is General Policy 2 of the Isle of Man Strategic Plan 2016 General Policy 2 states "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
REPRESENTATIONS
5.1 Highway Services have No Highways Interest in this application (10.09.2019).
5.2 Ramsey Town Commissioners have considered the proposal and have no objection (27.08.19).
ASSESSMENT 6.1 The key issue to consider in the assessment of this planning application is the potential impacts upon the visual amenities of Ramsey Grammar High School and any possible impacts to the neighbouring properties.
6.2 The bike shelter is going to be erected to the North West entrance of Ramsey Grammer School as such it is very much in the public domain and can be seen from the general highway of Lezayre Road. Even though the bike shelter will be within this very public viewpoint the bike shelter will not look out of place within the school setting and the bike shelter will be slightly hidden by the mature trees which are situated next to the main road.
6.3 The bike shelter will bring a sense of security for active travellers which will help ensure that bike owners use the bike shelter to leave their bikes. The bike shelter will also work towards the Isle of Man Active Travel Strategy, May 2018. - 6.4 Due to the location of the bike shelter the shelter will have a minimal impact on any neighbouring properties.
7.1 For the above reasons the proposal is considered to comply with General Policy 2 of the Isle of Man Strategic Plan 2016 and therefore acceptable.
