The officer considered the need for increased classroom capacity at the school, which aligns with Community Policy 5 allowing school improvements subject to design and amenity considerations.
General Policy 2
Requires development to respect site and surroundings in siting, layout, scale, form, design; not adversely affect townscape character or local amenities. Officer assessed the mobile classroom's rear location, smaller footprint, green colour blending with trees, and minimal amenity impacts, concluding no conflict with subsections (b), (c), (g).
Community Policy 5
Generally permits proposals to improve or extend schools, subject to siting and design per other policies. Officer noted likely need for increased capacity, found proposal acceptable as an upgrade despite lack of written justification, with controls via time-limited condition.
Time limit for temporary classroom
The mobile classroom hereby approved may remain on site until no later than 31st July 2024. After this date the area shall be returned to its previous condition and the mobile classroom removed from the site. Reason: To ensure that the temporary school space provision does not become a permanent fixture on the site or a long-term solution, and to ensure that current educational needs are met.
External colour finish
Notwithstanding the submitted plan, the mobile classroom will be externally finished in a dark green colour and retained as such. Reason: In the interests of the character and appearance of the site and surrounding area.
