RE Planning Application 19/00238/B

I have been sent the above planning application by Paul Whitaker within the Health & Safety Directorate. I have concerns about the application as the applicant indicates that the hospital reduces clinic activity during the TT fortnight which will reduce the demand on the overflow car park (which by his own admission is medium-heavily used during normal times). This assertion is incorrect as we do not plan to reduce clinical activity significantly during the TT fortnight. We only cancel elective orthopaedic clinics, which numbers five clinics per week (which is a reduction of only 2% of the clinics that we run each week across the Noble's Campus).

Please could my concerns be taken into account when making the planning decision?

Thank you for your letter concerning the above and my subsequent conversation with your colleague.

I now enclose the missing plan from the application (x4) together with the following required information:

Vagabonds RUFC have four changing rooms available for the TT period. Each changing room has the following facilities:

• 6 showers
• 2 washbasins
• 1 toilet
• 1 urinal (Totals: 24, 8, 4, and 4 respectively)

In addition, there is a disabled toilet with shower and washbasin and a separate toilet with shower available.

In the Clubhouse, a further disabled toilet with baby changing facility, three Ladies toilets with two washbasins, two gents toilets with four urinals, and two washbasins.

Although separate and independent of each other, the two football clubs at Ballafletcher work together with Vagabonds to ensure that facilities are always available to guests in the cleaning times and availability are coordinated.

It is anticipated at this time that the additional tents will only be utilized over the middle weekend of the permitted period after which time the tents will start to be dismantled when no longer required. The site is only available for pre-booked stays and 'walk in' are not catered for. If necessary, the operator of the site (Bluebell Tents) are willing to provide an additional self-contained portable shower/toilet block.

Good morning

My name is Gordon Leece and I am Chairman of IoM Vagabonds RUFC.

We currently host a glamping facility (run on our behalf by BlueBell Tents Ltd) at our pitches at Ballafletcher Sports Ground, Hospital Road, Braddan. We currently have PP for 60 ball tents but are anticipating applying for permission to increase this number to 120. We currently use less than half of our permitted area and the proposed increase is to accommodate increased demand for this type of accommodation during TT fortnight.

The car park at the facility is currently used as an overflow car park for the Hospital and is in what I would describe as medium to heavy use every day. During the TT period, of course, the hospital reduces the number of clinic etc held and so the overflow capacity is not used. Together with the two football clubs who also occupy the Ballafletcher site we have monitored the number of vehicles using the car park during the camping period and have ascertained that the use of the facility is what could only be described as light, many people camping do not bring their own transport relying instead on the public transport which passes the site and the walkable proximity of the site to the Course.

The reason for my writing to you is to inform you of our intention to apply for the increased capacity and to obtain your views as to our proposals. Should you wish to meet me on site please do not hesitate to contact me.
