31 May 2019 · Planning Committee
Ballafletcher Sports Centre, Braddan Road, Strang, Douglas, Isle Of Man, IM4 4rs
The proposal sought to vary condition 5 of previous approval PA 16/00912/B (itself a variation of 15/01302/C) to double the number of temporary 'glamping' pitches from 60 to 120 on a rugby pitch at Ballafletcher Sports Centre, adjacent to Nobles Hospital, for use during the TT festival period.

Officer report recommended refusal as 'insufficient information has been submitted to justify the viability of an increase...
General Policy 2
Requires development to respect site/surroundings (b), not adversely affect landscape character (c), provide safe access/adequate parking (h), not unacceptably affect road safety/traffic (i), and account for safety/security (m). Officer assessed against these for parking/highway impacts from doubled pitches using shared hospital car park; initially failed due to inadequate evidence, but approved post-Committee with conditions.
General Policy 3
Prohibits development outside zoned areas. Site zoned 'Land owned by Government - Open Space in Agricultural Use'; temporary TT camping treated as variation not requiring new zoning compliance.
Business Policy 11
Tourism development must accord with sustainable objectives and countryside protections. Officer noted demand for TT camping aids tourist economy, with temporary nature acceptable despite no specific camping policies.
Transport Policy 4
Highways must accommodate generated traffic safely. Highway Services objected initially over parking; conditions imposed for access/parking to mitigate.
TT period time limit
The camp site may be available for use no earlier than the day before the first practice associated with the TT races and up to the day after the last race and the camp site may be erected within three days before this and taken down within three days after this.
Tent location restriction
There shall be no pitching of tents outside of the rugby pitch as defined on Drawing 1080-SL01, date-stamped as having been received 01.03.19.
Car parking provision
Car parking and manoeuvring areas shall be provided and remain free from obstruction.
Pitch number limit
The maximum number of pitches to be available for use shall be restricted to 60 other than for TT 2019 where the maximum number of pitches shall be 120.
Access restriction
There shall be no vehicular access to the site other than via the hospital access road.
No objection
Noble's Hospital (DHSC) initially objected to the application due to concerns over hospital overflow car park usage during TT but later withdrew the objection conditional on monitoring parking impact. Highway Services objected due to insufficient evidence of parking capacity, while Braddan Parish Commissioners had no objection.
Key concern: insufficient parking capacity in hospital overflow car park during TT period
Noble's Hospital
ObjectionThis assertion is incorrect as we do not plan to reduce clinical activity significantly during the TT fortnight.; Please could my concerns be taken into account when making the planning decision?
Department of Infrastructure Highway Services
ObjectionHighway Services oppose the application as it has not been demonstrated that the increase in site parking demand could be accommodated by the existing hospital overflow car park.; the car park is already heavily used by the hospital.
Braddan Parish Commissioners
No Objectionthe Commissioners met on 28 March 2019 and had no objection to the following planning applications: PA19/00238/B
Noble's Hospital
Conditional No ObjectionI'm happy to withdraw on the objection on the basis that we monitor the impact of the additional tents on the car park this year and then review after TT/MGP.; we only cancel around 10 clinics across the fortnight
Conditions requested: monitor the impact of the additional tents on the car park this year and then review after TT/MGP
Department of Health and Social Care
No ObjectionI am not aware of any car parking issues across the site which would prevent this approval
