Description: Proposed alterations and additions and formation of additional parking space.
Highway Comments:
The additional parking space is located close to a signalised junction where cars regularly queue along Victoria Road on their way into Douglas.
The courtyard to the front of 8 Victoria Road already accommodates parking provision for at least 4 cars where they either reverse onto or off the main road.
Increasing the off street parking capacity and therefore likelihood of vehicles reversing onto or off the public highway is a concern in terms of road safety, particularly when vehicles are queuing during the morning peak hour. This is compounded by the boundary wall which effectively reduces the visibility in terms of seeing vehicles leaving Douglas on route towards Onchan.
Additional vehicles reversing out of this location will also reduce the efficiency of the signalised junction increasing the level of congestion at busy times.
There are also a detrimental impact to pedestrians in terms of increasing the length of footway where vehicles are potentially crossing.
It is considered the courtyard area for parking is wide enough without the additional parking space and should be rejected based on the grounds that the development would be detrimental to road safety and negative effect on the free flow of traffic which contrary to policy GP (h) and (i).
