General Policy 2
GP2 permits development in line with zoning if it does not adversely affect townscape character, resident amenity, provides satisfactory access/parking, and avoids unacceptable road safety/traffic impacts. The officer assessed the change of use and tourist accommodation as compliant, with residential zoning favouring the use, no amenity harm, adequate 4 parking spaces, and safer access than prior care home operations.
Environment Policy 35
Requires development in Conservation Areas to preserve or enhance character and protect special features. No physical alterations proposed, so officer found no impacts on Woodbourne Road Conservation Area character or appearance.

Generally permits tourist accommodation in residential properties if no compromise to neighbouring amenities. Officer found tourist use of Mews Cottage acceptable as impacts similar to residential use, with conditions preventing independent occupancy.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Mews Cottage use restriction
Mews Cottage shall only be used as additional living space for 93 Woodbourne Terrace or for short term tourist use, shall remain ancillary to 93 Woodbourne Terrace and shall not be used as a separate household or sold/long term let as a separate dwelling.
