General Policy 2
Requires development to respect site and surroundings in siting, layout, scale, form, design; not adversely affect townscape character or local amenity. Environment Policy 35
Permits only development preserving or enhancing Conservation Area character, protecting special features. Officer concluded proposal enhances character of property and Area, with gable amendment addressing visual concerns, front rendering supported by historical evidence, and canopy replicating original feature.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

no highway interest
earlier photographs indicate front was smooth rendered with moulded and plain friezes; no objection to rendering front elevation with lime render
endorse the amendments made in May 2019; encourage replicating original canopy from photograph
Manx National Heritage and IOM Victorian Society support rendering the front elevation based on historical evidence but oppose rendering the gable end; Highways have no interest; neighbours object to gable rendering.
Key concern: rendering the gable end due to lack of historical evidence and impact on conservation area character
Manx National Heritage
Conditional No ObjectionI would not be averse to the building being rendered as, for the reasons I mention above, there are good historical reasons for its employment; The proposed raising of the parapet... will make an area already conspicuous even more so, and I would suggest that the reinstatement of the frieze would do something to improve the overall visual effect
Conditions requested: lime-based render with appropriate breathable render paint (e.g. Keim); reinstatement of the frieze to improve visual effect
IOM Victorian Society
Conditional No ObjectionRender to the front - yes as evidence exists as to it having been previously rendered. Render to the gable No as it would result in the loss of a traditional wall finish in a conservation area and there is no evidence of a previous render to this prominent elevation
