The key issue was whether the signage adversely impacts the special character of the Conservation Area or Registered Building, requiring proposals to preserve or enhance the area's character.
General Policy 6
Requires advertisements in towns/villages to be high standard design relating well to the building/site, in keeping with surroundings, and not causing highway hazards. Officer assessed the signage as meeting these tests due to its modest scale, positioning above shop front, and lack of highway concerns.
Environment Policy 37
Permits advertisements in Conservation Areas only if they preserve/enhance the area, use appropriate style, traditional materials (excluding glossy/reflective), and no illuminated/projecting box signs. Given greater weight than GP6; officer found signage preserves character despite PVC (non-traditional), as it is modest, non-illuminated, and sympathetic to building/street.
CA/6 Demolition in Conservation Areas
Addresses how external advertisements, especially illuminated/shiny ones, can detract from building and conservation area character. Officer considered this in assessing the non-illuminated, non-shiny signage as not detracting.
