9 December 2019 · Delegated - Principal Planner Sarah Corlett
Sunset View, Peveril Road, Peel, Isle Of Man, IM5 1pw
The proposal involves demolishing about 6.2m of a 1m high Manx stone wall fronting the semi-detached dwelling to widen the existing vehicular access, relocate a gate post, and drop a kerb, allowing off-road parking for three cars and better visibility onto the A4 road.

The officer identified poor visibility from the existing narrow access as a key highway safety issue, exacerbated by the stone wall, on-street parking, and proximity to the A4/Ballaquane Road junction…
General Policy 2
GP2 permits development in residential zoning if it respects site/surroundings in siting/layout/scale/design, does not harm landscape/townscape character, protects resident amenity/locality character, provides safe highway access/adequate parking, and avoids unacceptable road safety/traffic impacts. The officer assessed the wall removal and access widening against these, finding improved visibility/safety benefits outweighed minor character loss from stone wall, with no adverse amenity or traffic effects.
Residential Design Guide 6.1
RDG 6.1 emphasises boundary treatments' role in streetscape/character, advising materials/details respect surroundings, front boundaries facing highways generally not exceed 1m, and historic treatments' removal/alteration rarely acceptable unless not oppressive and keeps building engaged with streetscape. The 1m Manx stone wall's partial removal was balanced against safety gains; prevailing similar walls/neighbour accesses made it acceptable in context.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
