In this instance of the submitted application, drawings APL_330 P8 and APL_342 P1, 502 Overall Drainage Plan as well as Balthane North CEMP 2.1 and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 15, 17 & 18 of application 23/00168/B with the understanding the works will be carried out in accordance with the approved details and maintained as such.

Officer’s Report
1.0 Description
1.1 The proposed application 23/00168/B for the erection of 45 industrial/ storage and distribution units in four separate blocks was approved on 25/08/2023 subject to 18 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 15, 17 and 18 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

"C15. Prior to the commencement of development a boundary plan showing details of a masonry constructed wall to screen how the open spaces to the front of the parking (north) is to be secured between the buildings, shall be submitted and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details.
REASON: In the interests of the character and appearance of the site and surrounding area."
"C17. Prior to the occupation of any of the units hereby approved, a plan showing details and the location of the petrol and oil interceptors shall be submitted to and approved in writing by the Department. The development shall be undertaken in accordance with the approved details and maintained as such thereafter.
REASON: To ensure no site pollution entering the water course."
"C18. Prior to the commencement of the development hereby approved a Construction Method Statement (CMS), to be provided to the Department for written approval prior to any works, including clearance and enabling works, taking place. The CMS will need to contain details of controlling any offsite pollution of the Ronaldsburn River, including sediment control measures to prevent any run off from the site during periods of adverse weather/rainfall during the construction process. The works will be carried out in accordance with the approved details.
REASON: To prevent any contamination downstream of the Ronaldsburn River."
2.0 Proposal
2.1 The applicant has now submitted the following for the satisfaction of conditions 15, 17 & 18. An application form, for condition 15 drawings APL_330 P8 and APL_342 P1 were submitted to provide details on the proposed masonry wall to screen the open spaces to the north side of the units. For condition 17 502 Overall Drainage Plan was submitted showing the locations of the proposed petrol and oil interceptors for each forecourt of the development. For condition 18, a Construction Environmental Management Plan was submitted containing information on methods to reduce noise, dust, vibrations and methods for contamination prevention. After the Environmental Protection team had the assessed the document they requested there contact details be added and themselves contacted in the event of a release of a pollutant from the site that requires the use of a spill kit which the applicant has added and resubmitted as an amendment.
3.0 Consultation
3.1 Environmental Protection team was consulted for advice on the satisfaction of condition. The advice received on 12/09/2023, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In this instance of the submitted application, drawings APL_330 P8 and APL_342 P1, 502 Overall Drainage Plan as well as Balthane North CEMP 2.1 and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 15, 17
