In relation to Condition 5 & 10 of the approval, the submitted details (Application and Proposed Landscaping Plan Part 1 & 2, submitted 13.06.23), are deemed sufficient to achieve the desired outcome as recommended by the case officer and would be satisfactory to discharge the planning conditions No. 5 & 10 of this planning application.

Officer’s Report
1.0 Description 1.1 The proposed application 22/00827/B for the demolish existing detached house and the building a replacement detached dwelling was approved on 25/01/2023 subject to 14 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 5 & 10 which the applicants are seeking to discharge.
1.3 Specific wording of the conditions are as follows:
"C 5. Prior to the erection of the replacement dwelling hereby approved, a definitive plan and proposed boundary fencing and or hedge planting treatment delineating the extent of the residential curtilage and scheme of implementations, shall be submitted to and

23/10062/AIR approved in writing by the Department. The development shall be undertaken in accordance with the approved details and maintained as such thereafter.
Reason: To reinforce the boundary of residential curtilage In the interest of visual amenity of the Countryside."
"C 10. Prior to the erection of the proposed dwelling and agricultural building full details of soft and hard landscaping works have been submitted to and approved in writing by the Department and these works shall be carried out as approved. Details of the soft landscaping works include details of grassed areas and new planting (including tree planting) showing, type, size and position of each. All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwelling, whichever is the sooner. Any trees or plants which die or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species. The hard landscaping works shall be completed in full accordance with the approved details prior to the first occupation of the dwelling hereby permitted. No excavation works or changes to site levels shall be carried out other than in accordance with the approved details.
Reason: To ensure the provision of an appropriate landscape setting to the development."
2.0 Proposal
2.1 The applicant's agent have now submitted a Proposed Landscaping Plan [200 A1L] in two parts that show the planned soft and hard landscaping of the site including new trees, shrubs and hedges as well as types of plants to be planted as well as highlighting the wild flower meadow on the west side of the site using a seed mix to closely match the surrounding meadows as well as details of materials to be used in the hard landscaping.
2.2 The plan also includes a strongly defined boundary line which is made up of timber posts and wire fencing around the site with Manx hedging used along the driveway which is in keeping with its countryside setting. Also included with in the landscaping plan is a detailed planting and maintenance plan which also covers replacement of plant life due to loss.
3.0 CONSULTATION 3.1 The DEFA Ecosystem team was consulted for advice on the satisfaction of condition. The advice received on 27/06/2023 after additional information was submitted at Ecosystems request covering the maintenance of the wildflower meadow and the intended use and method of use of glyphosate and after their review of the submitted documents, concludes that they are content the information to satisfy the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted Proposed Landscaping Plan [200 A1L] and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be satisfactory to discharge the planning condition 5 & 10 of application 22/00827/B.
