Rollage-ny-Twoie is a set of derelict countryside buildings located on the Sloc Road approximately 1.7 miles to the North West of Colby. The buildings consist of a small two-storey house, a small single-storey barn, a larger two-storey barn (previously linked by a pitched roof) and the remains of a third barn to the north of the main group. The main curtilage of the site is clearly defined by a low bank/ hedge within which all of the buildings are included. This sits within a larger field in the applicant’s ownership, the extents being clearly defined by an access track that leads to “Tremon”, Lower Scard Farm and Upper Scard Farm.
Approval was granted on 10.08.22 for the refurbishment of the derelict house and barns, plus the construction of a new extension to link the buildings and form a new dwelling; a third barn, which would form the basis of the construction of a detached garage/ store and the creation of a new vehicle access using the adjacent link road and field.
Conditions 6, 7 + 11 were discharged in a letter dated 31.08.22
Drawing 17 identifies the largest barn as being phase 1 of the development, the barn would be completed and occupied as the applicants' home while the second phase is undertaken (renovation of the house and small barn and construction of the linking extension) and this work is now well underway.
Alterations to the phase 1 layout to include the barn into the completed house will be undertaken at the end of the construction phase, once the applicants are able to occupy the rest of the house.
05 PROPOSED MINOR CHANGES IN THIS APPLICATION
The proposed changes to the approved layout stem from a number of alternatve options having been considered, during the onoging construction, in relation to the 'front door' to the barn.
As designed, and approved, the position of the door has proved difficult to construct; a new door opening was to be formed below, but offset from, an existing former doorway on the upper level. The offset has proved problematic due to the amount of stonework that would have to be removed and rebuilt. Note that this former upper floor doorway had a timber staircase to allow access but this is long since lost.
The revised proposal is to use the upper floor former doorway as the main access for the phase 1 barn. The existing doorway is, however, not tall enough for use as a modern front door to a dwelling, so a small lead-covered dormer is proposed.
Rather than a replacement timber stair, it is proposed to construct a set of stone-faced steps up to the upper floor doorway, along with a simple metal balustrade, a traditional approach typically taken for small outbuildings or barns in the countryside.
As a consequence to the overall scheme, it is proposed to omit the large connecting porch in this area; the connection between the barn and the linking extension will be made internally instead. Also, note that one of the 3nr rooflights will be omitted in order to accommodate the location of the new door.
Overall, this could be considered to benefit the appearance of the proposals, omitting the additional modern porch link (which would have been in front of the existing building line), replacing this with a more simple structure linking betewen the small and large barns and adding the stone steps, which would be of a more traditional appearance.
In our view, the amendment will benefit the proposal and its overall contribution to preserving the character of the countryside.
Note that the amendments result in a modest reduction in the footprint area of the building (gross external area) as noted in 01.2.1/ 2 on sheet 06.A.
There are two further amendments to the proposals: addition of a log burning stove and flue to the phase 1 barn (would also be retained in the final scheme) and an extension to the previously approved flue for the log burner in the 'snug' from approx 650mm to 1100mm; neither have a significant effect on the character and quality of the proposal or its effect on the character of the countryside.
