Hello Paul, I believe that this is a minor changes application for the following reasons.
- There is no effect on the footprint of the proposed building.
- The additional window and door are at ground floor level and face the river so there are no amenity implications for the neighbour.
- There are only two small areas on the elevations where the client wishes to add stone, the chimney and an area on the rear elevation. This has a minimal effect on the appearance of the building.
- The building of the wall in place of the sod bank is in the same place and therefore does not change the visibility splay.

Please note that as part of the requirements for a Minor Change application you need to “specify what minor changes are being sought and why the applicant considers them to be of a minor nature”.
