Hello Paul, I believe that this is a minor changes application for the following reasons. -  There is no effect on the footprint of the proposed building. -  The additional window and door are at ground floor level and face the river so there are no amenity implications for the neighbour. -  There are only two small areas on the elevations where the client wishes to add stone, the chimney and an area on the rear elevation. This has a minimal effect on the appearance of the building. -  The building of the wall in place of the sod bank is in the same place and therefore does not change the visibility splay.
