Strategic Policy 4
Requires proposals to protect or enhance Conservation Areas. The officer found demolition acceptable as the buildings do not make a positive contribution, with replacement enhancing the area.
General Policy 2
Requires development to respect surroundings, not adversely affect townscape character or amenity. Demolition deemed neutral impact, complying due to enhancement from replacement.
Environment Policy 35
Permits only development preserving or enhancing Conservation Area character. Assessed as neutral impact on character/appearance, with replacement preserving via enhancement.
Environmental Policy 39
Presumption to retain buildings positively contributing to Conservation Areas. Buildings found not to make positive contribution (Vine Villa 'muddled mix'; cottage lacks significance), so demolition complies.

Swift bricks can be substituted for normal building bricks and therefore the visual impact will be minimal; · Bat bricks are installed high up on each of the properties on the eastern elevation but as far away as possible from artificial light from windows. ObjectionThe Square was laid out such that the four corner areas were to be stables and outbuildings serving the town houses built around the square itself.; Its proposed loss will set a precedent for further loss of integral features of the layout of the square.
