Strategic Policy 1
Requires optimising previously developed land, efficient site use, and infrastructure utilisation. The officer noted the site as previously developed residential curtilage in urban Douglas, with the proposal reusing the site efficiently in line with prior approval.
Strategic Policy 2 - Priority for new development to identified towns and villages
Directs new development to existing towns/villages. The site is within Douglas urban area, complying as confirmed by unchanged policy context.
Strategic Policy 4
Requires protection/enhancement of conservation areas and landscapes. Previously assessed as enhancing Windsor Road Conservation Area without harm.
Spatial Policy 5
Requires positive environmental contribution via design. Victorian-style design to front mimics terraces, assessed as enhancing area character.
Strategic Policy 10
Promotes integrated transport minimising car use and ensuring safety. No highway implications noted, with adequate parking.
General Policy 1
Requires regard to Development Plan and material considerations. Officer applied this as overarching, finding no changes.
General Policy 2
Permits development respecting site/surroundings in scale, design, amenities, highways, etc. Prior approval confirmed compliance; no adverse impacts.
Environment Policy 35
Permits only development preserving/enhancing conservation area character. Proposal enhances via sympathetic design, as previously determined.

Presumption to retain positive contributors; Vine Villa assessed as not making positive contribution (muddled, contrasting terraces), justifying demolition with merits of replacement shown in original approval.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Redevelopment contract required before works
No works shall commence until a contract for the subsequent redevelopment of the site, as approved by Planning Approval 17/01031/GB (originally 13/91226/B) and details of phasing and timing of works has been submitted to and agreed in writing by the Department. All works shall then be carried out in accordance with the approved details. Reason: The condition is attached to prevent the demolition of Vine Villa until such time as a contract has been let for the redevelopment of the site in accordance with the approved plans for the associated planning application. This will prevent the buildings being demolished and the site lying dormant and derelict.
