The officer considered the proposal as minor amendments to the previously approved replacement dwelling under PA 13/00837/B, plus a new extension, in a sensitive rural AHLV location along the A27.
Environment Policy 2
Protects AHLV landscape character unless development shows no harm or location essential. Officer assessed amendments and extension would not harm character/quality due to sloping site, mature trees screening, no disruption to public sea/inland views, and supportive vernacular design.
General Policy 3
Permits development outside zoned areas on previously developed land or rural dwelling replacements where improving landscape/environment. Site qualifies as replacement on previously developed land with history of approvals; proposal reduces paraphernalia spread via garage, improves environment.
Housing Policy 14
Replacement dwellings not substantially different in siting/size unless improving environment; up to 50% increase generally, traditional design preferred. Despite 88% increase to 264sqm, acceptable as improving over poor original form, prior approvals set precedent (56-69%), subordinate extension, less visual impact via design/siting.
Housing Policy 15
Extensions to traditional countryside properties respect proportion/form/appearance; over 50% exceptional. Amendments and 44sqm extension (20% of approved dwelling) respect main house via setback, lower roof, matching features; only for alterations given prior approval.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Roof materials
The roof(s) must be finished in dark natural slate. Reason: In the interest of the visual appearance of the property.
No further development
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2012 (or any Order revoking and/or re-enacting that Order with or without modification) no extension, enlargement or other alteration of the dwelling(s) hereby approved, other than that expressly authorised by this approval, shall be carried out, without the prior written approval of the Department. Reason: To control development in the interests of the amenities of the surrounding area.
Windows and doors details
Full details of the proposed windows and doors, including (1:20) scale sample elevations and profiles, must be submitted to and approved in writing by the Department prior to their installation. The works shall not be carried out unless in accordance with the approved details. Reason: To ensure the satisfactory appearance of the replacement dwelling.
External walls finish
The external walls shall be finished in rough cast render and retained as such thereafter. Reason: In the interest of the character of the proposal.
