General Policy 2
GP2 permits development in accordance with land-use zoning if it respects site/surroundings in siting/layout/scale, does not adversely affect landscape/townscape character, and does not harm local residents' amenity. The officer tested the change of use against these criteria, finding the small-scale salon with no external changes compliant in a residential area, as client numbers/parking would not disturb neighbours beyond normal use.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Operating hours
The treatment room hereby approved shall operate only within the following times: 0900hrs to 1800hrs on Mondays - Fridays, Saturdays from 0900hrs -1200hrs, and not at all on Sundays. Reason: In order to protect the amenities of the area for those living in the surrounding area.
Use restriction
The additional use of the dwelling shall be for a beauty salon and for no other purpose. Reason: The impact of the proposal has been assessed solely in relation to the additional use as a beauty salon. Any alternative uses will require further consideration.
Staff restriction
No persons other than those occupying the dwelling, 13, Cooil Breryck, shall be employed at the premises in respect of the use hereby approved. Reason: To control the scale and nature of the development in order to protect local residential amenity.
Parking availability
The driveway shall be available for the parking of vehicles associated with the dwelling and the beauty salon, and shall remain free from obstruction at all times. Reason: In the interest of highway safety.
