General Policy 2
GP2 permits development in accordance with land-use zoning and Area Plan proposals if it respects site and surroundings in siting, layout, scale, form, design; does not adversely affect landscape/townscape character, amenities, highway safety, or parking; and meets other listed criteria. The officer assessed the house type changes against this, finding the smaller scale beneficial to street scene spacing and visual amenities, no adverse impact on neighbours or highways, and overall compliance within the Proposed Residential zoning.
Transport Policy 7
TP7 requires parking provision in new development to meet current Department standards. Assessed via Highways Services consultation, which confirmed no objection subject to conditions ensuring parking, turning areas, and access are provided before occupation to meet highway safety standards.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Parking and turning areas
Each dwelling hereby approved shall not be occupied until the parking and turning areas have been provided in accordance with the approved plans. Such areas shall not be used for any purpose other than the parking and turning of vehicles associated with the dwelling and shall remain free of obstruction for such use at all times. Reason: To ensure that sufficient provision is made for off-street parking and turning of vehicles in the interests of highway safety.
Road and footway construction
Prior to the occupation of any dwelling the road and footway/footpath between the highway and dwelling shall be constructed to at least base course level. Reason: To ensure adequate pedestrian and vehicular access to each dwelling in the interest of highway safety.

Highways Division does not oppose the application subject to original parking and access conditions being retained; Ramsey Town Commissioners have no objection.
