General Policy 2 permits development in accordance with land-use zoning provided it respects site surroundings in terms of scale, form, design, does not adversely affect character of townscape or amenity of residents, and has no unacceptable effect on road safety. The officer tested the balcony enclosures against character impacts (points b, c, g), noting the 1970s apartment block context with many existing enclosed balconies and similar features in Queens Court. The non-uniform style was accepted as the proposal replicates existing enclosures without adverse effects.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
