The officer considered the fundamental issues to be the impact on the character and appearance of the existing building and on the surrounding area and street scene.
General Policy 2
Requires development to respect the site and surroundings in terms of siting, layout, scale, form, design and landscaping; not adversely affect the character of the townscape; and not affect adversely the amenity of local residents or character of the locality. The officer assessed the roof replacement as enhancing uniformity and the windows as not causing overlooking, finding no adverse impacts on character, appearance, amenity, or street scene.
Community Policy 6
Permits extensions to health care facilities if they do not result in over-concentration, unacceptable effects on residential character or amenity, are accessible, and do not unacceptably impact highways. No issues were raised by consultees, and the modest proposal was not seen to affect these aspects, with para 10.11.1 noting nursing homes' typical residential siting but potential amenity/traffic effects, which were absent here.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
