Strategic Policy 4
Requires protection or enhancement of Registered Buildings, Conservation Areas, and archaeological sites. Officer found proposals enhance the building's fabric and setting through material upgrades, with no unacceptable environmental impacts.
Environment Policy 32
Prohibits extensions or alterations detrimentally affecting a Registered Building's special character. Assessed as compliant since enhancements outweigh minor internal fabric loss in a building with extensive prior alterations.
Environment Policy 34
Prefers traditional materials for pre-1920 buildings. Proposal's sand/lime render, natural slate, painted timber windows/doors, and heritage rooflights meet this preference, improving over existing modern materials.
Environment Policy 35
Permits only development preserving or enhancing Conservation Area character. External works enhance appearance in Parliament Square context; rear rooflights acceptable on balance given surrounding precedents.
RB/5 Alterations and Extensions
Presumes against alterations affecting special interest unless justified; requires full impact assessment. Proposals justified by site evidence of prior changes, with external benefits offsetting internal works; cumulative alterations considered.
Planning Policy Statement 1/01 - Policy CA/2 (Conservation Areas)
Requires assessment of impact on Conservation Area character and setting. Proposals preserve/enhance via appropriate detailing; rear changes not overly visible beyond boundary wall.
Time limit
The works hereby granted registered building consent shall be begun before the expiration of four years from the date of this consent. Reason: To comply with paragraph 2(2)(a) of schedule 3 of the Town and Country Planning Act 1999 and to avoid the accumulation of unimplemented registered building consents.
Conservation supervision
Unless otherwise approved in writing with the Department, no works shall take place which involve the lifting of the ground floor finishes, the removal of the blockwork to the party wall with the Old House of Keys or the removal of the section of walling between the kitchen and the sun lounge unless the Planning and Building Control Directorate Conservation Officer or the Manx National Heritage Curator of Field Archaeology are present on-site. Reason: To ensure that if any items of archaeological interest are identified they can be properly recorded.
Roofing materials approval
No development shall commence until a sample of all roofing materials to be used has been provided on site and approved in writing by the Department. The approved sample(s) shall be kept on site for reference until the development is completed. The development shall not be carried out unless in accordance with the approved details. Reason: In the interests of the character and appearance of the site and surrounding area.
