General Policy 2
Requires development in zoned areas to respect site/surroundings in siting, layout, scale, design; not adversely affect character, amenity, road safety, or provide adequate access/parking. Officer assessed proposal against criteria b, c, g, h, i, m, n, finding it compliant given consistency with approved estate character, adequate parking/open space, no highway safety issues, and sustainable location.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Parking and manoeuvring
Prior to the occupation of any dwelling the garage, car parking and manoeuvring areas associated with that dwelling shall be provided and remain free from obstruction thereafter. Reason: To ensure that the strategic plan car parking standards are met in the interest of highway safety.
Road and footpath construction
Prior to the occupation of any dwelling the road and footway/footpath between the highway and dwelling shall be constructed to at least base course level. Reason: To ensure adequate pedestrian and vehicular access to each dwelling in the interest of highway safety.
Landscaping implementation
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species. REASON: the landscaping of the site is an integral part of the scheme and must be implemented as approved.

The existing treatment works is privately owned and maintained. The Commissioners have received complaints from residents neighbouring this facility which have highlighted ongoing problems with the plants' reliability and the maintenance regime for this plant.; they would like to object to this application for the following reasons
