Memo produced 14.09.2016 Representation from the Department of Infrastructure (DOI) Highways Division- PA Ref 16/00943/B Applicant Mr Geoffrey Wood Agent - Penketh - Millar Site Address Field 131452 Sulby Glen Road Sulby Isle Of Man Highway Services Comment made Oppose Highways Representation history for this case. O on 12/09/16 DEFER on 9-9-2016 Conditions (if any) The proposal is for a new field access onto Sulby Glen Road. The field curretnly has 2 access gates, the original access at the northern most comrner of the field and a more recent access created in 2009 towards the southern end of the field; the proposal is to create yet access between the two. There is no justification provided for 1 field requiring 3 points of access onto the highway. An increase in access points to the highway increases the risk of collision and the access should be necessary and designed safely. The proposal does not meet current design standards with no visibility splays indicated and the gate should be set back 6m from the highway to prevent vehicles obstruction the highway while the gate is being opened/closed. The application should be refused on the grounds that is does not provide safe and convenient access as required by GP2 (h) and that it will have an unacceptable impact on traffic flows and safety in contravention of GP2(i).
