The officer assessed the proposal against the building's special architectural and historic interest, noting removal of non-original stud wall and nondescript door would be beneficial and not detract …
Strategic Policy 4
Requires proposals to protect or enhance the fabric and setting of Registered Buildings. The officer found the lift installation protects character by removing non-original features and minimising historic losses, with logical placement preserving setting.
Environment Policy 32
Prohibits extensions or alterations detrimentally affecting a Registered Building's special character. Assessed as compliant since removals benefit character, panelling loss is minimal and not in key areas, and lift impact is outweighed by accessibility need.
Environment Policy 34
Prefers traditional materials for pre-1920 buildings. Concrete shaft and steel door are non-traditional, but door colour conditioned to match context; need for lift justified departure.
Time limit
The works hereby granted registered building consent shall be begun before the expiration of four years from the date of this consent. Reason: To comply with paragraph 2(2)(a) of schedule 3 of the Town and Country Planning Act 1999 and to avoid the accumulation of unimplemented registered building consents.
Lift door colour
The lift door shall be coloured RAL-5012 blue and retained as such thereafter unless otherwise agreed in advance with the Department. Reason: the colour is appropriate for the use of the lift itself and also in the context of grey-painted detailing in the lobby. Other colours would require fresh assessment - and a stainless steel finish would be inappropriate for this historic interior.
