18 May 2016 · Delegated - Senior Planning Officer (Chris Balmer)
Ballaveare, Old Castletown Road, Port Soderick, Isle Of Man, IM4 1bb
The proposal involves demolishing an existing flat-roofed stable building (18m x 12-13m) in the rear garden of a redeveloping dwelling and replacing it with a smaller stable block and garden store (7m x 18m footprint), rotated 90 degrees for better views from the house towards the sea.

The key issue was whether the proposed stable would adversely impact the appearance and character of the area or neighbouring amenity.
Environment Policy 19
Requires equestrian development in countryside to cause no loss of local amenity, no loss of high quality agricultural land (Classes 1 and 2), and highway network to accommodate traffic. Officer assessed no such losses here, with sufficient land for horses and no highway objection.
Environment Policy 20
Presumption against large-scale equestrian developments in High Landscape/Coastal Value and Scenic Significance areas unless exceptional circumstances. Officer found this replacement stable not large-scale, within residential curtilage, and visually improved.
Environment Policy 21
Prohibits animal stabling buildings in countryside if detrimental to character/appearance via siting, design, size or finish; requires design reflecting purpose without cavity-wall construction. Officer confirmed better appearance, appropriate materials (rendered blockwork, stone facing, imitation slate), and form suited to purpose.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Use restriction
The stables may be used only for the keeping of horses and/or the maintenance of the overall land holding in association with the occupation of the main house, Ballaveare and may not be let out commercially. Reason: To ensure that the traffic from the proposed development can access and egress the site safely.
