Officer’s Report
APPLICATION SITE 1.1 The application site is the curtilage of Clerical Medical House, Victoria Road, Douglas which accommodates a two storey detached office block which is currently vacant and the surrounding land which provides car parking that serves the office.
1.2 The location of the proposed works is confined to the gable end of the south east elevation. This part of the building is finished in Manx stone and features a tall double window 1.5m wide x 2.5m high with venting flutes above. In front of the window is a 1.0m wide paved path area leading onto the internal roadway where there are double yellow lines on the ground.
THE PROPOSAL 2.1 Proposed is the creation of additional doors to the plant room on the ground floor of the south east elevation. It is understood the reason for the works are to give better access into the plant room for servicing and repairs. The proposed doors would be adjacent to the double window and would measure 2.0m wide x 2.5m high. The doors and framework would be made from hardwood timber. It is understood the existing door on the north east elevation would remain.
PLANNING HISTORY 3.1 The application site has not been the subject of any previous planning applications that are considered specifically material to the assessment of this current planning application. However the car park was recently extended under PA 15/00866/B which was approved in September 2015.
DEVELOPMENT PLAN POLICIES 4.1 In terms of local plan policy, the application site is within an area designated as a "Business Park" area identified on the Douglas Local Plan 1998. The site is not within a Conservation Area.
4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. General Policies of The Isle of Man Strategic Plan (20th June 2007) states:
4.3 General Policy 2 states: Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
(b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them;

(c) does not affect adversely the character of the surrounding landscape or townscape; (g) does not affect adversely the amenity of local residents or the character of the locality; (i) does not have an unacceptable effect on road safety or traffic flows on the local highways;
REPRESENTATIONS 5.1 Douglas Corporation and Highway Services do not object (23/02/2016 & 02/02/2016)
ASSESSMENT 6.1 The fundamental issues to consider in the assessment of this current planning application are the impacts of the proposed development on the character and appearance of the surrounding area.
6.2 The installation of the proposed doorway would not look out of place and would sit adjacent to existing aperture within the elevation. The choice of materials used for the door would be complimentary to the Manx stone and the door is considered to be of an appropriate form, design and scale to fit in with the existing building.
RECOMMENDATION 7.1 Overall, it is concluded that the planning application is in accordance with General Policy 2 of the Isle of Man Strategic Plan 2007.
