General Policy 2
Requires development to respect site/surroundings in siting/scale/design, not adversely affect townscape character or local amenities. Officer assessed units' rear lane position (10.5m from highway, 2.8m high) as compliant with (b), (c), (g), (h), (i), causing no access impediment or amenity harm.
Environmental Policy 22
Prohibits development harming amenity via noise, odour etc. No concern raised as no adjacent residential units, despite potential AC noise.
Environment Policy 32
No detrimental alterations to Registered Building's special character. Units' limited scale and screened location found not to cause sufficient harm to warrant objection.
Environment Policy 34
Prefers traditional materials for pre-1920 buildings. Functional modern metallic units lamented but accepted due to minimal visual exposure.
Environment Policy 35
Requires Conservation Area development to preserve/enhance character. Rear siting in lane (not public view) deemed not harmful enough to refuse.
RB/3 General Criteria Applied in Considering Registered Building Applications
Considers building importance, features, setting. Building's Art Deco faience façade and town centre group value noted; rear proposal minimally impacts.
RB/5 Alterations and Extensions
Presumption against alterations affecting character unless justified. Necessity for café, no alternatives, and low impact justified approval despite cumulative minor works concern.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Removal on cessation of use
Within three months of the cessation of the coffee shop use, the units hereby approved shall be permanently removed from the site. Reason: In the interest of protecting the character and appearance of this Registered Building and the Conservation Area in which it sits.
