The proposal involves fixing two white metallic chiller units (larger: 1050mm x 330mm x 1338mm; smaller: 800mm x 285mm x 550mm) to the western elevation of the three-storey Art Deco former Burtons Building, visible only from a rear access lane, over 10.5m from the southern highway and 2.8m above ground.

The officer accepted the need for chiller units to maintain cold display temperatures for the approved café use, finding objection to the principle unreasonable.
General Policy 2
Requires development to respect site/surroundings in siting/layout/scale/design, not adversely affect townscape character or local amenities. Assessed as compliant: units sited 2.8m above ground, not impeding lane access, minimal visual harm in obscured lane.
Environment Policy 22
Prohibits unacceptable noise/light pollution or harm to amenity. No significant concerns as no residential units adjacent or on site.
Environment Policy 32
No detrimental alterations to Registered Building's special character. Units cause insufficient harm in proposed obscured location to conflict.
Environment Policy 34
Prefers traditional materials for pre-1920 buildings. Functional modern units lamented but accepted due to minimal visual exposure.
Environment Policy 35
Requires development in Conservation Areas to preserve/enhance character. No sufficient harm from units in lane to warrant objection.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Removal upon cessation of coffee shop
Within three months of the cessation of the coffee shop use, the units hereby approved shall be permanently removed from the site. Reason: In the interest of protecting the character and appearance of this Registered Building and the Conservation Area in which it sits.
