Introduction
This application seeks planning permission to install replacement windows to the first floor front elevation of an end-terrace Victorian property located within a residential street in a Conservation Area of Douglas.
The Site
The application site is the curtilage of 2 Windsor Road. The property is located on the western side of the street.
The Proposal
This application seeks approval for the installation of replacement windows to the front elevation of the property. The original submission proposed casement windows however this has been amended to now propose uPVC sliding sash windows with arched heads..
Development Plan Policies
The Douglas Local Plan 1998 shows the application site as being located within a Predominantly Residential area. The site is within the Windsor Road Conservation Area. Within the Isle of Man Strategic Plan, the following policy is judged to be relevant:
Environment Policy 35, which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

Whilst there has been a previous application relating to this site however none are judged to be relevant to the determination of this application.

Sliding sash windows are an important feature of the Conservation Area. The windows proposed to be installed to the front elevation are a competent replication of the originals despite the use of uPVC as a construction material. It is judged that the principal facade of the dwelling would be adequately preserved by this proposal.
