The key issue was whether the proposed works would preserve or enhance the character and appearance of the Windsor Road Conservation Area per Environment Policy 35.
Environment Policy 35
ENV35 requires that within Conservation Areas, only development which preserves or enhances the character or appearance of the Area is permitted, protecting special features from inappropriate development. The officer tested the window replacement against this, focusing on whether uPVC sliding sash windows would preserve the principal facade. Despite uPVC material, the replication of original sliding sash style with arched heads was judged compliant as it maintained the Victorian character.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
