The main issue was whether the proposed works would detrimentally affect the character of the existing Registered Building, as per ENV32 and RB/5 which presume against alterations unless justified.
General Policy 2
Requires development to respect site and surroundings in siting, layout, scale, form, design; not adversely affect townscape character or amenity. Officer assessed the extension complies as it is appropriate in scale and design, replaces non-contributory planting area, and enhances the property and street scene.
Environment Policy 32
Prohibits extensions or alterations detrimentally affecting a Registered Building's special character. Assessed against the proposal's simplistic design and sympathetic materials which do not harm, and actually improve, the building's character.
