Introduction
This application seeks planning permission to install replacement windows to a mid-terrace Victorian property located within a residential street in a Conservation Area of Douglas.
The Site
The application site is the curtilage of 14 Malvern Road, Douglas. The property is located on the south western side of the street.
The Proposal
This application seeks approval for the installation of replacement windows and door to the front elevation of the property. The existing windows are aluminium casements and the door is also aluminium with upper and lower glazing panels. The proposed windows and door would be uPVC finished in a rose wood colour. The windows would have a casement opening.
Development Plan Policies
The Douglas Local Plan 1998 shows the application site as being located within a Predominantly Residential area. The site is within the Selborne Drive Conservation Area. Within the Isle of Man Strategic Plan, the following policy is judged to be relevant:
Environment Policy 35, which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

There have been no previous planning applications relating to this site.

The objective of EP35 is to preserve or enhance the character and appearance of Conservation Areas. The existing windows and door are not original to the property and are not particularly attractive. The proposal is judged to be a slight improvement over the existing and accordingly the application is judged to be acceptable.
