The officer assessed the proposal against General Policy 2 (GP2) of the Strategic Plan, which requires development to respect site and surroundings in scale, form, design, and not adversely affect cha…
General Policy 2
GP2 permits development in residential zones if it respects site/surroundings in siting, scale, form, design; does not harm landscape/townscape character or resident amenity. Officer tested rear extension's pitched roof, matching materials, and subordinate scale against estate's modern brick-faced character, finding it integrates well and is screened, with no amenity harm due to neighbour support and site orientation.
Residential Design Guide 2019 Section 3.1
Requires extensions to reflect existing property in materials, design, roof pitch/shape, and relate to neighbours' building lines. Assessed holistically: pitched roof matches main house, avoids flat roof's inappropriateness, uses common brick facing; modern elements integrated without jarring.
Residential Design Guide 2019 Paragraph 3.2.2
Prefers pitched roofs matching existing pitch/shape, lower ridge height than main building. Proposal's moderate pitch, 1.2m rise, tile finish complies, improving over prior flat roof approval.
Residential Design Guidance 4.2.3
Limits single-storey extensions to 3m projection for semis/terraces. Exceeded here (5.9m along boundary), but mitigated by shallow pitch leaning away, no overlooking, large gardens, minimal light loss, and neighbour support.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Materials approval
All external facing and roofing materials shall remain as shown on the plans and specified within the list of external finishes on the submitted Drawing (Plans and Elevations), date stamped as having been received 14 September 2020. No new types of materials shall be added to the external elevations of the development, hereby approved. Reason: In the interests of the character and appearance of the site and surrounding area.
