The key issue was whether the replacement windows would preserve or enhance the character of the Windsor Road Conservation Area per Environment Policy 35.
General Policy 2
Requires development to respect site surroundings in siting, scale, form, design; not adversely affect townscape character or amenity. Officer assessed the window replacements would meet (b), (c), (g) as they match existing design, preserving street unity without harm.
Environment Policy 35
Permits only development preserving or enhancing Conservation Area character. Proposal tested against this as front elevation windows visible publicly; matching existing sliding sash style deemed to preserve Area character.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Window design matching
The windows frames on the front elevation, hereby approved, shall match the existing windows in terms of the method of opening and shall match the existing windows in terms of the design of the glazing panels, including proportions, and all glazing bars must be expressed externally. Reason: In the avoidance of doubt and in accordance with General Policy 2 and Environmental Policy 35 of The Isle of Man Strategic Plan 2016.
