1.1 The application site forms the residential curtilage of 13 Ballakneale Avenue, Port Erin, a detached dormer bungalow located on the southern side of Ballakneale Avenue a streetscene which comprises similar detached bungalows and dormer bungalows.
1.2 There is an existing flat roofed conservatory on the front elevation utilised as a front porch, it measures 3.3m wide and projects 2.3m from the main house. The conservatory has a masonry base with glazing above.
THE PROPOSAL
2.1 Proposed is the replacement of the existing conservatory with new. The proposed conservatory is to sit on the same footprint and to measure 3.3m x 2.3m. It is to have a masonry base with glazing above, the roof is to be glazed and with a slightly steeper lean to roof.
PLANNING HISTORY
3.1 The site has been subject to two previously approved applications; PA 12/00393/B for "alterations, erection of extensions, replacement of garage door with a window, widen existing vehicular access and creation of a second vehicular" and PA 15/01206/B for "installation of a dormer extension" although neither are considered relevant in the case of this application
PLANNING POLICY 4.1 The application site is in an area zoned as "Predominantly Residential" identified on the Area Plan for the South 2013. The site is not within a conservation area; as such, General Policy 2 and Paragraph 8.12.1 of the Strategic Plan contain the relevant policy and supporting text wording along with Section 4.0 of the Residential Design Guide 2019.

5.1 Port Erin Commissioners support the application (09.09.20).
5.2 Department of Infrastructure Highway Services have no highway interest in the application (28.08.20).
5.3 No comments received from neighbouring properties.
6.0 ASSESSMENT
6.1 The existing porch is not particularly striking or of architectural interest and what is proposed is similar to that. The slight differences do not have a significant or harmful impact on the character or appearance of the property.
6.2 In terms of the impact on neighbouring living conditions, the only dwelling that could be said to be materially affected in any way would be no.7, opposite, and the dwellings are some 23m from one another. It is noted that no.7 sits noticeably higher than no.13. As such, it is not considered that there would be any harmful overbearing impacts or loss of privacy resulting from the proposal.
CONCLUSION
7.1 For the reasons set out above, the application is concluded to satisfy the requirements of General Policy 2 of the Strategic Plan and the Residential Design Guidance and is therefore recommended for approval.
