The officer concluded the proposed single storey extensions are appropriate in terms of scale, massing, design, and appearance, and will not unduly increase the visual impact of the dwelling due to it…
Policy O/RES/P/21 of the Onchan Local Plan (Planning Circular 1/2000)
Policy states extensions and alterations to existing residential property will generally not be opposed where appropriate in terms of scale, massing, design, appearance and impact on adjacent property. Officer assessed the single storey extensions meet these criteria, being in keeping with the dwelling's character and not unduly impacting adjacent property.
Housing Policy 16
Policy states the extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public. Officer found the extensions do not increase visual impact due to the site's natural dip and screening from public view.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

The original application for erection of an office building with parking and landscaping on an industrial estate was refused by the Senior Planning Officer primarily for non-compliance with Business Policy 7, which directs new office space to town centres except for corporate headquarters without day-to-day callers, and for conflict with the industrial land use designation. The appellant argued it was a headquarters for their financial services business with low visitor numbers, supported by evidence of existing similar offices on the estate and willingness to accept a condition limiting use per the policy. The council maintained the proposal would generate customer visits unsuitable for the estate and future occupiers could differ. The inspector concluded the business met the policy test as a headquarters with insignificant callers, dismissed concerns over future uses as self-regulating due to location, and recommended allowing the appeal subject to conditions including access details.
Precedent Value
This appeal shows that detailed evidence of low public visitation can override policy concerns for offices on industrial estates if fitting 'corporate headquarters without day-to-day callers' exception. Applicants should provide verifiable data on operations and highlight existing similar uses to demonstrate compatibility.
