Additional Persons None _____________________________________________________________________________ Officer’s Report THE APPLICATION SITE
1.1 The application site is "The Potteries" which is part of the larger site of King Williams Cottage, Castletown. "The Potteries" is within the second building you come to when arriving through the main gates to the north west of the site. - 1.2 Parts of the site are registered mainly the quadrangle, the chapel and the pavilion with "The Potteries" being a more modern addition and as such is not registered. THE PROPOSAL
2.1 The current planning application seeks approval to alter part of the building in several parts, firstly the re-roofing of part of the roof in matching slates with the installation of two rooflights to the south elevation measuring 0.9m by 1.1m. - 2.2 Secondly alterations are proposed to the south elevation which include the alteration of four windows with venting, to four windows to match the already existing windows to the south east of the site. With the alteration of windows there is also the replacement of guttering and down pipes to match the existing in colour and material. PLANNING HISTORY
3.1 King William's College as a whole has been subject to a number of applications of which the most recent are not in connection with this building. PLANNING POLICY - 4.1 The site lies within an area zoned as Buildings or Land for Civic, Cultural or Other use on Map 5 - Castletown on the Area Plan for the South. Given the nature of the application it is appropriate to consider General Policy 2
4.2 Of specific relevance to the assessment of this application is General Policy 2 of the Isle of Man Strategic Plan 2016 General Policy 2 states "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
5.1 Highway Services have No Highways Interest in this application (09.07.20).
5.2 No comments have been received from Castletown Commissioners at the time of writing this report. ASSESSMENT
6.1 The key issue to consider in the assessment of this planning application is the potential impacts upon the visual amenities of the works on the property.
6.2 The area in which the works are proposed is situated in part of a building which already has a majority of the roof in slate as such the alteration for the roof to be finished in matching slate is acceptable.
6.3 The addition of the rooflights will not detract from the overall building due to their size and position as such any impact on the proposed structure will be minimal. - 6.4 When looking at the alteration to the main elevation of enlarging the windows to create four sections and removal of the window venting will assist the windows in matching the already in situ windows to the east of the property which will create a more symmetrical elevation and as such the impact of this alteration is minimal. - 6.5 Overall the works are minor given the scale of the building and as such should not have an adverse impact on the building where the works are proposed or the site as a whole. CONCLUSION
7.1 For the above reasons the proposal is considered to comply with General Policy 2 of the Isle of Man Strategic Plan 2016 and therefore acceptable.
