DEFA Planning and Building Control's Statement of Case defends the refusal of planning application 23/00924/B on grounds of intensification, highway safety concerns, and impact on character and amenity, while providing potential conditions should the appeal be approved.
Key concern: inappropriate intensification of site from 4 to 10 units impacting local character, scale, neighbouring amenity and highway safety
DEFA Planning and Building Control
ObjectionThe increased number of units from four to 10 is considered an inappropriate intensification of this central Crosby site; concerns regarding the sites safe operation for all users and without conflict on the main public highway; The positioning of some of the proposed units significantly closer to the main road than the existing buildings will increase visibility and prominence; DOI Highway Services are a formal consultee, and it is accepted that their views on the proposal are to support subject to conditions. However, the case officer shall assess the application based on the submission

Precedent Value
No inspector's decision available; appellant's statement demonstrates strong approach by emphasising industrial zoning, statutory consultee support (esp. DOI Highways), visual improvements via CGIs, and conditionability of technical matters to rebut refusal reasons.
