General Policy 2
GP2 permits development in accordance with zoning if it respects site and surroundings in siting, layout, scale, form, design, does not harm landscape/townscape character, and does not adversely affect amenity. The officer found the shelter's small scale, central siting amongst larger buildings, and setback from road satisfied these tests with no visual or amenity harm in the industrial area.

ENV22 prohibits development causing unacceptable harm via airborne pollutants, odour, or other pollution affecting amenity. The considerable distance to neighbours meant no odour impacts expected, satisfying the policy.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
