The officer assessed whether the retrospective roof re-finishing and uPVC fascia/guttering would harm the character and appearance of the Conservation Area.
General Policy 2
Requires development to respect surroundings in siting, scale, form, design; not adversely affect townscape character or locality amenity. Officer confirmed proposal meets (b), (c), (g) as works are subtle and in character with narrow street of older properties.
Environment Policy 35
Requires development in Conservation Areas to preserve or enhance character/appearance. Officer found works have no harmful impact, with slate appropriate and uPVC not prominent despite non-traditional material.
Environment Policy 34
Prefers traditional materials for maintenance/alteration of pre-1920 buildings. Slate complies fully, but uPVC guttering deviates; however, officer interpreted height, colour and context as making it acceptable and not damaging.
no highway interest in the application
Highways Division has no highways interest in the retrospective application for replacement roof and fascia/guttering. A neighbouring property owner objects due to damage to their property, trespass, and visual impact in the Conservation Area.

Owner of 15a Factory Lane, Peel
ObjectionBoth properties are in the Conservation Area of Peel and the works carried out to the fascia and guttering system on no. 15 Factory Lane have caused damage to my property whilst also materially changing the appearance of my property and the street scene.; The change to the guttering system has been achieved by trespass across the front of my property by the fixing of permanent plastic pipe work.; I believe that the works should be removed and a downspout fitted to complete the new system at No.15. Then my damaged metal downspout should be replaced.; I appeal for the Planning Application to be denied.
