General Policy 6
GP6 permits advertisements within towns and villages on the site or building to which they relate if they are of high design standard, in keeping with the area, and do not cause highway hazards. The officer assessed the proposal as contrary to GP6(b) because, despite acceptable design and no highway issues, the siting and scale would detract from the surrounding area through accumulation of clutter on the verge, harming visual amenity in the industrial estate setting.
General Policy 7
GP7 states that display of external advertisements on sites or buildings other than those to which they relate will not generally be permitted. The sign was on a communal grass verge at the estate entrance, not on the applicant's Cu-Plas unit site, leading to clear non-compliance with no mitigating factors outweighing this policy test.
