Environment Policy 15
Requires agricultural buildings in countryside to demonstrate need outweighing general policy against development, sited close to existing groups, appropriate scale/materials/siting/form sympathetic to landscape, with landscaping near highways. Officer assessed the proposal meets this as sited in farmyard group, evident need from site/farm history, appropriate olive green materials, no visual impact with hedgerow retention. No tension noted, full compliance found.
General Policy 3
Provides exceptions to countryside development restrictions. Officer concluded proposal falls within these exceptions due to ENV15 compliance on agricultural need and siting/scale.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Agricultural use only
The building must be used only for agricultural purposes. Reason: The countryside is protected from development and an exception is being made on the basis of agricultural need. As such the building must be used for the purposes for which it is approved.
Retain roadside landscaping
The existing road side boundary landscaping (northern) as shown in Photographs 1, 2, & 3 received on 28th November 2019 are required to be retained. Any trees or plants along this boundary which die or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species. Reason: To ensure the provision of an appropriate landscape setting to the development.
