The key test was whether the conservatory would preserve or enhance the character of the proposed Conservation Area per Environment Policy 35.
Environment Policy 35
Requires development in Conservation Areas to preserve or enhance the character or appearance of the area. The officer tested the uPVC conservatory's visibility and prominence; despite general concerns with uPVC, its limited view from the car park only and context of existing extensions meant neutral impact, preserving the CA character.
General Policy 2
Requires development to respect the site and surroundings in terms of siting, layout, scale, form, design and not adversely affect locality character. Assessed as compliant due to no significant adverse impact on neighbour amenity from overlooking and no parking loss.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
